Measurement and record keeping: meter reads

Water entitlement holders submit meter readings to account for water taken under their entitlements and support the effective management of Queensland's water resources. These readings help the department understand how water is used across the state. They provide important information for water planning, compliance monitoring and resource management.

Accurate meter data helps the department:

  • understand water use patterns
  • identify risks to water resources
  • check that water is being taken in line with licence conditions and legislation
  • make informed decisions about managing Queensland's water resources.

Meter readings are more than a compliance requirement. They help build a clear picture of water use across Queensland. When combined with river monitoring, water planning information and other data, meter reads support fair and sustainable water management.

How meter reads support regulation

The department's Regulatory Strategy 2025-29 uses a risk-based approach to regulation. This means the department uses data and information to identify risks, monitor behaviour and assess whether regulation is working effectively.

Meter reads are an important source of this information. When entitlement holders submit their readings on time, the department can:

  • monitor compliance with water entitlement conditions
  • identify trends and risks affecting water resources
  • target education, engagement and compliance activities where they are needed most
  • improve confidence in water management decisions
  • support transparent and accountable regulation.

When meter readings are late, missing or inaccurate, it becomes harder to assess water use. This can increase regulatory uncertainty and may lead to additional compliance activities, such as follow-up contact, audits or inspections.

Higher submission rates provide a stronger evidence base for decision-making and help improve the efficiency of compliance activities.

Supporting sustainable water management

Queensland's Non-Urban Water Measurement Policy recognises that timely and accurate water use data is essential for effective water measurement and sustainable water management.

Reliable meter data helps government, industry and the community understand how water resources are being used. It also supports fair and responsible management of water for environmental, economic, social and cultural outcomes.

As Queensland plans for future water use and regional growth, understanding current water use is important. Meter readings provide evidence that helps inform decisions about whether additional water can be made available in some catchments while protecting the long-term health of water resources.

Outcome

Improving meter read submission rates helps the department achieve better regulatory outcomes.

Through education, targeted engagement and digital services such as WaterIQ, the department encourages entitlement holders to submit accurate meter readings on time. This strengthens the department's ability to:

  • regulate effectively
  • support voluntary compliance
  • make informed decisions about Queensland's water resources.

This work supports the Annual Compliance Plan priority of improving the value of compliance information and contributes to sustainable and transparent water management across Queensland.
